Kim had 52.7% of the vote to Allen\u2019s 47.3%. The spread has continued to grow in Kim\u2019s favor in recent days. On Tuesday, Kim had led by <a href=\"https:\/\/www.insurancejournal.com\/news\/west\/2026\/11\/04\/891459.htm\">265,000 votes<\/a>.<\/p>\n<p>\u201cInsurance was created as a shared promise. Jane ran a strong race, and it appears that she has won. Assuming that is the case, I desperately want her to succeed, because if she succeeds, the state succeeds \u2013 especially the families in need that we\u2019ve been fighting for across the state.\u201d<\/p>\n<p>Kim and Allen advanced to the primary in the race for insurance commissioner. The top two together garnered more than 45% of the votes cast in the June 2 primary.<\/p>\n<p>The winner replaces outgoing commissioner Ricardo Lara, who is term limited.<\/p>\n<div class=\"bzn bzn-sized bzn-intext-2\">\n<ins data-revive-zoneid=\"162\" data-revive-block=\"1\" data-revive-id=\"36eb7c2bd3daa932a43cc2a8ffbed3a9\"><\/ins> <\/div>\n<p>Kim was pushing a publicly backed single-payer disaster insurance system.<\/p>\n<figure id=\"attachment_866967\" aria-describedby=\"caption-attachment-866967\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.insurancejournal.com\/app\/uploads\/2026\/04\/Allen_Ben-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-thumbnail wp-image-866967\" src=\"https:\/\/www.insurancejournal.com\/app\/uploads\/2026\/04\/Allen_Ben-2-150x150.jpg\" alt width=\"150\" height=\"150\" srcset=\"https:\/\/www.insurancejournal.com\/app\/uploads\/2026\/04\/Allen_Ben-2-150x150.jpg 150w, https:\/\/www.insurancejournal.com\/app\/uploads\/2026\/04\/Allen_Ben-2-298x300.jpg 298w, https:\/\/www.insurancejournal.com\/app\/uploads\/2026\/04\/Allen_Ben-2-577x580.jpg 577w, https:\/\/www.insurancejournal.com\/app\/uploads\/2026\/04\/Allen_Ben-2-768x772.jpg 768w, https:\/\/www.insurancejournal.com\/app\/uploads\/2026\/04\/Allen_Ben-2.jpg 1321w\" sizes=\"auto, (max-width: 150px) 100vw, 150px\"><\/a><figcaption id=\"caption-attachment-866967\" class=\"wp-caption-text\">Ben Allen<\/figcaption><\/figure>\n<p>Allen is a state Legislator who has authored several bills to address insurance affordability in the state, including creating new home-hardening incentives.<\/p>\n<p>The American Property Casualty Insurance Association issued a statement congratulating Kim.<\/p>\n<p>\u201cWe congratulate Jane Kim on her election as California\u2019s next Insurance Commissioner and look forward to working together to address the state\u2019s ongoing insurance crisis,\u201d the statement, from APCIA\u2019s Denni Ritter, department vice president for state government relations. \u201cWhile recent reforms are beginning to stabilize the market, the insurance crisis is far from over, and a full recovery will take time. Protecting this progress is critical. Costly new mandates or regulatory actions that drive up costs or limit coverage options risk reversing this progress and worsening the crisis.
