{"id":25290,"date":"2026-08-14T15:39:32","date_gmt":"2026-08-14T15:39:32","guid":{"rendered":"https:\/\/www.insurancejournal.com\/?p=881621"},"modified":"2026-08-14T15:39:32","modified_gmt":"2026-08-14T15:39:32","slug":"trump-energy-emergency-could-fast-track-expansion-of-louisiana-lng-export-terminal","status":"publish","type":"post","link":"https:\/\/blog.lifeinsurance-orleans.ca\/index.php\/2026\/08\/14\/trump-energy-emergency-could-fast-track-expansion-of-louisiana-lng-export-terminal\/","title":{"rendered":"Trump \u2018Energy Emergency\u2019 Could Fast-Track Expansion of Louisiana LNG Export Terminal"},"content":{"rendered":"<div><img decoding=\"async\" src=\"https:\/\/www.insurancejournal.com\/img\/social\/opengraph\/ij-social-default-1200x630.png\" class=\"ff-og-image-inserted\"><\/div>\n<ul class=\"nav nav-tabs tabs tabs-entry\">\n<li class=\"active\"><a href=\"https:\/\/www.insurancejournal.com\/news\/southcentral\/2026\/08\/14\/881621.htm\">Article<\/a><\/li>\n<li><a href=\"https:\/\/www.insurancejournal.com\/news\/southcentral\/2026\/08\/14\/881621.htm?comments\" rel=\"nofollow\">0 Comments<\/a><\/li>\n<\/ul>\n<div class=\"article-content clearfix\">\n<p>Less than two years after opening, a liquefied natural gas terminal near New Orleans is seeking a multi-billion-dollar expansion under a new Trump administration \u201cemergency\u201d permitting process that shortens environmental review and may weaken protections for surrounding wetlands and waterways.<\/p>\n<p>The U.S. Army Corps of Engineers granted Plaquemines LNG, on the Mississippi River between Myrtle Grove and Port Sulphur, fast-tracked permitting under a \u201d <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/declaring-a-national-energy-emergency\/\">national energy emergency<\/a> \u201d President Donald Trump declared last year.<\/p>\n<div class=\"bzn bzn-sized bzn-intext\">\n<ins data-revive-zoneid=\"79\" data-revive-block=\"1\" data-revive-id=\"36eb7c2bd3daa932a43cc2a8ffbed3a9\"><\/ins> <\/div>\n<p>The agency cut the public comment period from the typical 30 days to just 10, ending July 2, and is expected to move quickly to approve the expansion, which would allow the terminal to more than double in size, growing from nearly 590 acres to about 1,220.<\/p>\n<p>That would make the facility the <a href=\"https:\/\/ventureglobal.com\/2025\/03\/06\/venture-global-announces-major-brownfield-expansion-of-plaquemines-lng\/\">largest LNG export terminal in North America<\/a>, according to its owner, Virginia-based Venture Global.<\/p>\n<p>Environmentalists warn that the terminal\u2019s expedited review could reduce scrutiny of dredging, in-water construction, and the filling of marshlands in a region suffering from rapid land loss. By the Army Corps\u2019 estimates, the $18 billion expansion could damage up to 470 acres of wetlands and water bottoms in central Plaquemines Parish, about 25 miles south of New Orleans.<\/p>\n<p>\u201cLouisiana is already dealing with a coastal crisis,\u201d said Matt Rota, a senior policy director with Healthy Gulf, a New Orleans-based environmental group. \u201cDestroying 400 more acres in Plaquemines Parish is ridiculous. I don\u2019t know how many acres they have left, but it\u2019s not that much.\u201d<\/p>\n<p>Plaquemines has lost more than 250 square miles of land over the past 60 years to subsidence, sea level rise and erosion. The state\u2019s Coastal Protection and Restoration Authority projects another 300 square miles \u2014 about half the parish\u2019s remaining land \u2014 <a href=\"https:\/\/coastal.la.gov\/wp-content\/uploads\/2017\/04\/Plaquemines.pdf\">could disappear over the next 50 years<\/a>. Much of Louisiana\u2019s coast faces a similar threat. Since the early 1900s, nearly 2,000 square miles of the state have vanished, an area roughly the size of Delaware.<\/p>\n<p>The Army Corps and Venture Global did not respond to requests for comment.<\/p>\n<div class=\"bzn bzn-sized bzn-intext-2\">\n<ins data-revive-zoneid=\"162\" data-revive-block=\"1\" data-revive-id=\"36eb7c2bd3daa932a43cc2a8ffbed3a9\"><\/ins> <\/div>\n<p>Hundreds of other energy projects could receive expedited permitting under the emergency declaration, which Trump said was necessary to maintain a \u201creliable, diversified, and affordable supply of energy\u201d for the U.S. military and economy. Last year, the Army Corps <a href=\"https:\/\/www.reuters.com\/world\/us\/us-army-corps-lists-600-emergency-projects-bypass-environmental-review-2025-02-19\/\">identified more than 600 projects<\/a> that could speed through the normal review process required by the Clean Water Act.<\/p>\n<p>Streamlined permitting will likely accelerate the growth of an <a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=67224\">already booming LNG industry<\/a>. More than 30 LNG export terminals are under construction or proposed in the U.S. Plaquemines LNG is the newest of four terminals in Louisiana, including Sabine Pass, Cameron LNG and Calcasieu Pass LNG, which is also owned by Venture.<\/p>\n<p>LNG is natural gas chilled into a liquid for easier shipment overseas, where demand has surged as countries seek alternatives to coal and Russian gas.<\/p>\n<p>The industry\u2019s critics say shipping natural gas abroad conflicts with Trump\u2019s stated rationale for declaring an energy emergency: boosting what he described as the \u201cnation\u2019s inadequate energy supply.\u201d<\/p>\n<p>\u201cIt\u2019s hard to see how expanding an LNG export terminal is going to help domestic energy independence and reliability,\u201d said Griffin Bird, a research analyst with the Environmental Integrity Project.<\/p>\n<p>\u201cThis has nothing to do with energy security,\u201d Rota said. \u201cIt sacrifices the Louisiana coast to enrich billionaires.\u201d<\/p>\n<p>Of the 833 billion cubic feet of gas exported from Plaquemines LNG last year, most went to Europe, with Germany receiving the largest share, at 19%, according to the U.S. Energy Information Administration.<\/p>\n<p>The terminal is one of Louisiana\u2019s largest industrial facilities, with 1.3 miles of river frontage, three ship berths, two gas-fired power plants, and nearly 30 miles of natural gas pipeline.<\/p>\n<p>It\u2019s also one of the state\u2019s biggest polluters. Plaquemines LNG is permitted to release about 8.1 million tons of carbon dioxide and other greenhouse gases per year, according to company records. Venture plans to use carbon capture and sequestration technology to inject a portion of the terminal\u2019s carbon dioxide underground.<\/p>\n<p>Some Louisiana leaders welcome the expansion, saying it will spur economic activity and create jobs.<\/p>\n<p>U.S. House Majority Leader Steve Scalise, a Jefferson Parish Republican, celebrated the rapid development of the Plaquemines site.<\/p>\n<p>\u201cThis was a cow pasture four or five years ago,\u201d he told reporters during a <a href=\"https:\/\/www.fox8live.com\/2026\/04\/10\/scalise-predicts-lower-gas-prices-while-touring-massive-lng-plant-port-sulphur\/\">tour of the facility<\/a> in April. \u201cNow it\u2019s the most modern, the most efficient, the largest LNG export facility in the world, and they\u2019re building another one just like it next door.\u201d<\/p>\n<p>___<\/p>\n<p>This story was originally published by <a href=\"https:\/\/veritenews.org\/\">Verite News<\/a> and distributed through a partnership with The Associated Press.<\/p>\n<div class=\"copyright-notice lite\">Copyright 2026 Associated Press.
