{"id":25077,"date":"2026-06-05T05:28:23","date_gmt":"2026-06-05T05:28:23","guid":{"rendered":"https:\/\/www.insurancejournal.com\/?p=872609"},"modified":"2026-06-05T05:28:23","modified_gmt":"2026-06-05T05:28:23","slug":"us-house-lawmakers-release-draft-bill-to-prohibit-state-ai-rules","status":"publish","type":"post","link":"https:\/\/blog.lifeinsurance-orleans.ca\/index.php\/2026\/06\/05\/us-house-lawmakers-release-draft-bill-to-prohibit-state-ai-rules\/","title":{"rendered":"US House Lawmakers Release Draft Bill to Prohibit State AI Rules"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.insurancejournal.com\/app\/uploads\/2025\/04\/AI-580x325.jpg\"><\/p>\n<div><img decoding=\"async\" src=\"https:\/\/www.insurancejournal.com\/app\/uploads\/2025\/04\/AI-scaled.jpg\" class=\"ff-og-image-inserted\"><\/div>\n<ul class=\"nav nav-tabs tabs tabs-entry\">\n<li class=\"active\"><a href=\"https:\/\/www.insurancejournal.com\/news\/national\/2026\/06\/05\/872609.htm\">Article<\/a><\/li>\n<li><a href=\"https:\/\/www.insurancejournal.com\/news\/national\/2026\/06\/05\/872609.htm?comments\" rel=\"nofollow\">0 Comments<\/a><\/li>\n<\/ul>\n<div class=\"article-content clearfix\">\n<p class=\"tr-story-p1\">A bipartisan pair of U.S. House lawmakers released draft legislation on Thursday that would prohibit states from regulating the development of artificial intelligence models, a move praised by tech firms but criticized by consumer rights advocacy groups.<\/p>\n<p>The draft legislation, released by Democrat Lori Trahan and Republican Jay Obernolte, would bar states from laws \u201ctargeting artificial intelligence model development,\u201d <span class=\"tr-strong\">meaning<\/span> s<span class=\"tr-strong\">tates would not be allowed to pass laws requiring models undergo testing before AI firms release them to the public, according to the draft.<\/span><\/p>\n<div class=\"bzn bzn-sized bzn-intext\">\n<ins data-revive-zoneid=\"79\" data-revive-topics=\"ai,data-driven,insurtech,legislation\" data-revive-companies data-revive-block=\"1\" data-revive-id=\"36eb7c2bd3daa932a43cc2a8ffbed3a9\"><\/ins> <\/div>\n<p>But <span class=\"tr-strong\">the draft also said it <\/span>would not bar states from regulating how AI technology is used.<\/p>\n<p>It aims to create a \u201cnational framework that protects Americans, supports innovation, and ensures the U.S leads the world in shaping this technology,\u201d the pair said in a joint statement.<\/p>\n<p>\u201cWe are releasing this draft to hear from stakeholders, experts, and the public so we can strengthen the legislation before it is formally introduced,\u201d Obernolte said in a statement.<\/p>\n<p>Congress has struggled for years to pass legislation to address AI safety concerns.<\/p>\n<p>Public Citizen, a consumer advocacy group, criticized the bill, saying it would leave \u201coversight largely to a federal government that has repeatedly failed to pass meaningful AI protections.\u201d<\/p>\n<p>T<span class=\"tr-strong\">he group has largely advocated for urgent state-level AI regulation to protect Americans amid a lack of federal laws.<\/span><\/p>\n<div class=\"bzn bzn-sized bzn-intext-2\">\n<ins data-revive-zoneid=\"162\" data-revive-topics=\"ai,data-driven,insurtech,legislation\" data-revive-companies data-revive-block=\"1\" data-revive-id=\"36eb7c2bd3daa932a43cc2a8ffbed3a9\"><\/ins> <\/div>\n<p>It also added, the \u201cbill does not address algorithmic discrimination, housing discrimination, employment discrimination, consumer fraud, youth mental health harms, AI companions, deepfake exploitation, and growing market concentration.\u201d<\/p>\n<p>The Information Technology Industry Council, which represents major tech firms, praised the bill. \u201cCongress must set a national standard that enables responsible AI development, deployment, and adoption across the American economy,\u201d the group said.<\/p>\n<p>In March, the White House urged lawmakers to enact legislation to pre-empt state AI rules and earlier this week President Donald Trump signed an order asking leading AI developers to voluntarily submit their most capable models for government cybersecurity tests before releasing them to the public.<\/p>\n<p>U.S. agencies would get up to 30 days to test the models before they are released to organizations outside the government, according to the order.
