{"id":25073,"date":"2026-06-01T19:09:52","date_gmt":"2026-06-01T19:09:52","guid":{"rendered":"https:\/\/insurance-canada.ca\/?p=85801"},"modified":"2026-06-01T19:09:52","modified_gmt":"2026-06-01T19:09:52","slug":"camga-releases-white-paper-on-regulatory-standards-for-canadian-property-casualty-managing-general-agents","status":"publish","type":"post","link":"https:\/\/blog.lifeinsurance-orleans.ca\/index.php\/2026\/06\/01\/camga-releases-white-paper-on-regulatory-standards-for-canadian-property-casualty-managing-general-agents\/","title":{"rendered":"CAMGA Releases White Paper on Regulatory Standards for Canadian Property &amp; Casualty Managing General Agents"},"content":{"rendered":"<p>Tronto, ON (May 21, 2022) \u2014 The Canadian Association of Managing General Agents (CAMGA) has published a new white paper, <em><strong>White Paper on Recommended Provincial Regulatory Standards for Property and Casualty Managing General Agents<\/strong><\/em>, authored by respected insurance industry expert Patrick Ballantyne.<\/p>\n<p>The white paper is available in both English and French and represents a significant milestone in CAMGA\u2019s ongoing work to advance a clear, consistent, and fit-for-purpose regulatory framework for property and casualty (P&amp;C) Managing General Agents (MGAs) across Canada.<\/p>\n<p>View the whitepaper <a href=\"https:\/\/camga.ca\/camga-regulatory-undertaking\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\"><strong>here<\/strong><\/a>.<\/p>\n<p>In December 2025, CAMGA announced the appointment of Ballantyne as a consultant to support the association\u2019s work on MGA-specific regulatory matters. He was tasked with examining the current regulatory environment for P&amp;C MGAs in Canada and developing recommendations to inform CAMGA\u2019s discussions with provincial regulators and industry stakeholders.<\/p>\n<p>\u201cMGAs play an increasingly important role in the Canadian insurance marketplace, yet regulation has not evolved in a consistent way to reflect the unique nature of the business model,\u201d said Ballantyne. \u201cThis paper provides practical recommendations to strengthen consumer protection, improve regulatory efficiency, and better align oversight with the operational realities of MGAs.\u201d<\/p>\n<h4>Key Highlights of the White Paper<\/h4>\n<p>The paper concludes that:<\/p>\n<ul>\n<li>MGAs are a distinct and essential part of Canada\u2019s insurance ecosystem.<\/li>\n<li>Canada\u2019s current regulatory framework is fragmented and not fully tailored to MGA operations.<\/li>\n<li>Fourteen recommendations are proposed to establish a more consistent regulatory approach across provinces.<\/li>\n<li>The central recommendation is the development of MGA-specific Fair Treatment of Customers (FTC) guidance through collaboration among CAMGA, the Canadian Insurance Services Regulatory Organizations, the Canadian Council of Insurance Regulators, provincial regulators, and industry stakeholders.<\/li>\n<li>The recommendations address areas including Designated Individual qualifications, financial standards, compliance reporting, audit processes, and greater national coordination.<\/li>\n<\/ul>\n<p>Together, these recommendations are intended to strengthen governance, enhance regulatory efficiency, and reinforce MGAs\u2019 role as trusted partners in the Canadian insurance marketplace.<br \/>\u201cCAMGA believes the time is right to present a thoughtful and constructive framework for MGA regulation in Canada,\u201d said Pete Tessier, President of CAMGA. \u201cThis white paper demonstrates our commitment to working collaboratively with regulators and industry partners to build a regulatory environment that protects consumers while recognizing the critical role MGAs play in the insurance ecosystem.\u201d<\/p>\n<p>\u201cThis project benefited from the experience and insights of many CAMGA members who generously contributed their time and expertise,\u201d said Tyson Peel, a CAMGA Board Member who led the committee overseeing the initiative. \u201cThe result is a practical set of recommendations that balances regulatory objectives with the realities of operating an MGA in Canada.\u201d<\/p>\n<p>\u201cOn behalf of the CAMGA Board of Directors, we am proud to share this important work with the industry,\u201d said Brett Boadway, Executive Director of CAMGA. \u201cPatrick has delivered an exceptionally thoughtful and comprehensive analysis, and we are deeply grateful for his professionalism and insight.
