{"id":24930,"date":"2026-04-17T06:05:25","date_gmt":"2026-04-17T06:05:25","guid":{"rendered":"https:\/\/www.insurancejournal.com\/?p=866234"},"modified":"2026-04-17T06:05:25","modified_gmt":"2026-04-17T06:05:25","slug":"spains-blackout-probe-blames-grid-operator-government-watchdog","status":"publish","type":"post","link":"https:\/\/blog.lifeinsurance-orleans.ca\/index.php\/2026\/04\/17\/spains-blackout-probe-blames-grid-operator-government-watchdog\/","title":{"rendered":"Spain\u2019s Blackout Probe Blames Grid Operator, Government, Watchdog"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.insurancejournal.com\/app\/uploads\/2018\/03\/10m-settlement-proposed-for-north-carolina-580x387.jpg\"><\/p>\n<div><img decoding=\"async\" src=\"https:\/\/www.insurancejournal.com\/app\/uploads\/2018\/03\/10m-settlement-proposed-for-north-carolina.jpg\" class=\"ff-og-image-inserted\"><\/div>\n<ul class=\"nav nav-tabs tabs tabs-entry\">\n<li class=\"active\"><a href=\"https:\/\/www.insurancejournal.com\/news\/international\/2026\/04\/17\/866234.htm\">Article<\/a><\/li>\n<li><a href=\"https:\/\/www.insurancejournal.com\/news\/international\/2026\/04\/17\/866234.htm?comments\" rel=\"nofollow\">0 Comments<\/a><\/li>\n<\/ul>\n<div class=\"article-content clearfix\">\n<div class=\"font-knowledge regular line-height-1-5 text-story color-black f6 pt16 pb20 border-bottom border-gray-22 story-copy\" dir=\"auto\" data-qa-component=\"item-story\" data-rc-highlight=\"story\">\n<p class=\"tr-story-p1\">An inquiry by the Spanish Senate blames the government, as well the country\u2019s grid operator and energy watchdog, for last year\u2019s unprecedented blackout, according to preliminary conclusions made public on Wednesday.<\/p>\n<p>The probe by the upper house \u2013 which is controlled by the opposition People\u2019s Party (PP) \u2013 is the first to assign blame for the outage that plunged large parts of Spain and Portugal into darkness for up to 16 hours on April 28, 2025.<\/p>\n<div class=\"bzn bzn-sized bzn-intext\">\n<ins data-revive-zoneid=\"79\" data-revive-block=\"1\" data-revive-id=\"36eb7c2bd3daa932a43cc2a8ffbed3a9\"><\/ins> <\/div>\n<p>The nine\u2011month investigation said the blackout was not an unforeseeable accident, but rather caused by long\u2011standing structural weaknesses that were already known.<\/p>\n<p>\u201cThe blackout was the result of a known vulnerability, of a system that had been sending warnings for some time, and of a failure to act with the required diligence,\u201d PP senator Alicia Garcia told reporters.<\/p>\n<p>The preliminary report cited repeated voltage swings in the weeks and months leading up to the blackout as evidence of mounting problems in the electricity system.<\/p>\n<p>The Senate commission held grid operator Red Electrica, a unit of Redeia, and the Energy Ministry primarily responsible for the outage, while also criticizing energy and antitrust regulator CNMC for what it described as regulatory and supervisory inaction.<\/p>\n<p>The inquiry heard testimonies from dozens of witnesses, including Energy Minister Sara Aagesen, Redeia chair Beatriz Corredor and CNMC head Cani Fernandez.<\/p>\n<p>The final report is due later this week, though no changes to the preliminary conclusions are expected.
