{"id":23735,"date":"2025-06-30T18:34:05","date_gmt":"2025-06-30T18:34:05","guid":{"rendered":"https:\/\/www.insurancejournal.com\/?p=829651"},"modified":"2025-06-30T18:34:05","modified_gmt":"2025-06-30T18:34:05","slug":"senate-debates-whether-to-adopt-revised-state-ai-regulation-ban","status":"publish","type":"post","link":"https:\/\/blog.lifeinsurance-orleans.ca\/index.php\/2025\/06\/30\/senate-debates-whether-to-adopt-revised-state-ai-regulation-ban\/","title":{"rendered":"Senate Debates Whether to Adopt Revised State AI Regulation Ban"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.insurancejournal.com\/app\/uploads\/2025\/05\/AI-regulation-concept-1395235084-AdobeStock-580x387.jpeg\"><\/p>\n<div><img decoding=\"async\" src=\"https:\/\/www.insurancejournal.com\/app\/uploads\/2025\/05\/AI-regulation-concept-1395235084-AdobeStock-scaled.jpeg\" class=\"ff-og-image-inserted\"><\/div>\n<ul class=\"nav nav-tabs tabs tabs-entry\">\n<li class=\"active\"><a href=\"https:\/\/www.insurancejournal.com\/news\/national\/2025\/06\/30\/829651.htm\">Article<\/a><\/li>\n<li><a href=\"https:\/\/www.insurancejournal.com\/news\/national\/2025\/06\/30\/829651.htm?comments\" rel=\"nofollow\">0 Comments<\/a><\/li>\n<\/ul>\n<div class=\"article-content clearfix\">\n<p class=\"tr-story-p1\">Two key U.S. Republican senators agreed to a revised federal moratorium on state regulation of artificial intelligence to five years and allow states to adopt rules on child online safety and protecting artists\u2019 image or likeliness.<\/p>\n<p>Senate Commerce Committee chair Ted Cruz originally proposed securing compliance by blocking states that regulate AI from a $42 billion broadband infrastructure fund as part of a broad tax and budget bill.<\/p>\n<div class=\"bzn bzn-sized bzn-intext\">\n<ins data-revive-zoneid=\"79\" data-revive-topics=\"ai,data-driven,insurtech,legislation,politics\" data-revive-companies data-revive-block=\"1\" data-revive-id=\"36eb7c2bd3daa932a43cc2a8ffbed3a9\"><\/ins> <\/div>\n<p>A revised version released last week would only restrict states regulating AI form tapping a new $500 million fund to support AI infrastructure.<\/p>\n<p>Under a compromise announced Sunday by Senator Marsha Blackburn, a critic of the state AI regulatory moratorium, the proposed 10-year moratorium would be cut to five years and allow states to regulate issues like protecting artists\u2019 voices or child online safety if they do not impose an \u201cundue or disproportionate burden\u201d on AI.<\/p>\n<p>Tennessee passed a law last year dubbed the ELVIS Act to protect songwriters and performers from the use of AI to make unauthorized fake works in the image and voice of well-known artists. Texas approved legislation to bar AI use for the creation of child pornography or to encourage a person to commit physical self-harm or commit crime.<\/p>\n<p>It is not clear if the change will be enough to assuage concerns. On Friday, 17 Republican governors urged the Senate to drop the AI plan.<\/p>\n<p>\u201cWe cannot support a provision that takes away states\u2019 powers to protect our citizens. Let states function as the laboratories of democracy they were intended to be and allow state leaders to protect our people,\u201d said the governors led by Arkansas\u2019 Sarah Huckabee Sanders.<\/p>\n<p>U.S. Commerce Secretary Howard Lutnick voiced his support for the revised measure calling it a pragmatic compromise. \u201cCongress should stand by the Cruz provision to keep America First in AI,\u201d Lutnick wrote on X.<\/p>\n<div class=\"bzn bzn-sized bzn-intext-2\">\n<ins data-revive-zoneid=\"162\" data-revive-topics=\"ai,data-driven,insurtech,legislation,politics\" data-revive-companies data-revive-block=\"1\" data-revive-id=\"36eb7c2bd3daa932a43cc2a8ffbed3a9\"><\/ins> <\/div>\n<p>Congress has failed for years to pass any meaningful AI regulations or safety measures.<\/p>\n<p>Senate Maria Cantwell, the top Democrat on the Commerce Committee, said the Blackburn Cruz amendment \u201cdoes nothing to protect kids or consumers.
