{"id":21653,"date":"2024-04-05T16:39:08","date_gmt":"2024-04-05T16:39:08","guid":{"rendered":"https:\/\/www.insurancejournal.com\/?p=768290"},"modified":"2024-04-05T16:39:08","modified_gmt":"2024-04-05T16:39:08","slug":"federal-agency-investigating-toxic-chemical-releases-at-2-louisiana-facilities","status":"publish","type":"post","link":"https:\/\/blog.lifeinsurance-orleans.ca\/index.php\/2024\/04\/05\/federal-agency-investigating-toxic-chemical-releases-at-2-louisiana-facilities\/","title":{"rendered":"Federal Agency Investigating Toxic Chemical Releases at 2 Louisiana Facilities"},"content":{"rendered":"<div><img decoding=\"async\" src=\"https:\/\/www.insurancejournal.com\/img\/social\/opengraph\/ij-social-pollution-1200x630.png\" class=\"ff-og-image-inserted\"><\/div>\n<ul class=\"nav nav-tabs tabs tabs-entry\">\n<li class=\"active\"><a href=\"https:\/\/www.insurancejournal.com\/news\/southcentral\/2024\/04\/05\/768290.htm\">Article<\/a><\/li>\n<li><a href=\"https:\/\/www.insurancejournal.com\/news\/southcentral\/2024\/04\/05\/768290.htm?comments\" rel=\"nofollow\">0 Comments<\/a><\/li>\n<\/ul>\n<div class=\"article-content clearfix\">\n<p>The U.S. Chemical Safety and Hazard Investigation Board (CSB) announced that the agency has launched investigations into toxic chemical releases at two facilities in Louisiana during 2023: the release of hydrogen fluoride (HF) and chlorine at the Honeywell Performance Materials and Technologies facility in Geismar, LA in January 2023, and the release of ethylene oxide (EtO) at the Dow Chemical Louisiana Operations facility in Plaquemine, LA in July 2023.<\/p>\n<p>Both incidents were reported to the CSB in accordance with the agency\u2019s <a href=\"http:\/\/www.idevmail.net\/link.aspx?l=1&amp;d=86&amp;mid=435068&amp;m=2556\">Accidental Release Reporting Rule<\/a> (40 CFR Part 1604).<\/p>\n<div class=\"bzn bzn-sized bzn-intext\">\n<ins data-revive-zoneid=\"79\" data-revive-topics=\"chemicals,pollution\" data-revive-companies data-revive-block=\"1\" data-revive-id=\"36eb7c2bd3daa932a43cc2a8ffbed3a9\"><\/ins> <\/div>\n<p>On January 23, 2023, a heat exchanger ruptured at the Honeywell facility in Geismar, LA, resulting in an explosion and the release of approximately 870 pounds of hydrogen fluoride (HF) and 1,700 pounds of chlorine. Local officials closed nearby highways, and workers at the facility sheltered in place. No injuries were reported. Property damage at the facility is estimated to be $4 million<br \/>.<br \/>On July 14, 2023, a fire and explosion occurred at the Dow facility in Plaquemine, LA. Dow reported to the CSB that a detonation occurred in a pipe segment for an ethylene oxide (EtO) pressure relief system within a glycol manufacturing unit. Hot combustion gases subsequently entered a distillation column reflux drum, creating high-pressure conditions that ruptured the pressure vessel. EtO that passed through the rupture disc contacted air within the downstream piping, triggering a fire and an explosion. Local officials ordered a shelter-in-place for hundreds of residents within a half-mile of the plant. No injuries were reported. The dollar amount of the property damage has not yet been determined.<\/p>\n<p>The CSB\u2019s board members are appointed by the President subject to Senate confirmation.
