The industry has reacted to those challenges with unusually steep premium increases. In the last year alone, the average auto premium cost <a href=\"https:\/\/www.insurancebusinessmag.com\/us\/news\/auto-motor\/car-insurance-rates-up-17-for-the-first-half-of-2023-454140.aspx\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">increased by 17%<\/a>. With the <a href=\"https:\/\/www.iii.org\/insuranceindustryblog\/p-c-underwriting-losses-forecast-to-at-least-2025\/#:~:text=By%20Max%20Dorfman%2C%20Research%20Writer%2C%20Triple%2DI&amp;text=The%20industry's%20combined%20ratio%20%E2%80%93%20a,the%202022%20result%20of%20102.4.\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">latest projections<\/a> predicting profitability challenges to persist until at least 2025, it\u2019s reasonable to expect this current hard market to continue through at least the same time period.<\/p>\n<p>Some downstream impacts have already been articulated, including <a href=\"https:\/\/www.insurancejournal.com\/news\/national\/2023\/08\/15\/735328.htm\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">increased policy shopping<\/a> and <a href=\"https:\/\/www.jdpower.com\/sites\/default\/files\/file\/2023-07\/2023007%20U.S.%20Auto%20Insurance%20Study.pdf\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">lower customer satisfaction<\/a> scores. Others are starting to creep in under the radar, yet all have the potential to compound current challenges to insurers, as well as create opportunities. It\u2019s the less immediately obvious downstream impacts that are the focus of this feature, both for purposes of raising awareness and preparing insurers to take proactive measures. Confucius once said, \u201cPlan ahead or find trouble on the doorstep.\u201d<\/p>\n<p>Let\u2019s start with the impact on drivers most vulnerable to the financial strain of sustained premium increases: Faced with inflation on all fronts and incomes unable to keep pace, a subset of previous \u201cadequately insured\u201d drivers shift into the category of \u201cunderinsured\u201d, dropping and\/or gutting needed coverages as a cost-saving measure. The other at-risk subset, most of which were previously insured at state-minimum levels, now shift from \u201cunderinsured\u201d to \u201cuninsured\u201d, electing to drop coverage altogether and take their chances.<\/p>\n<p>For reference, the best baseline (pre-pandemic) estimate of the percentage of uninsured drivers nationally <a href=\"https:\/\/www.valuepenguin.com\/auto-insurance\/uninsured-motorist-statistics\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">was about 13%<\/a>, with some states notably higher.<\/p>\n<p>Taken as a whole, it\u2019s reasonable to expect substantial growth in the percentage of BOTH uninsured and underinsured drivers on the roadways. This has the potential to shift a significant additional cost burden to the standard book of business, as more \u201cstandard book\u201d customers who are involved in collisions with uninsured or underinsured drivers are now forced to file with their own carriers, even when they are not liable. Additionally, the potential for subrogation and\/or legal actions to recoup costs against this distressed subset is very poor.<\/p>\n<p>This hypothesis is rooted in recent objective evidence: A <a href=\"https:\/\/www.policygenius.com\/auto-insurance\/auto-insurance-affordability-survey\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">survey conducted by Policygenius<\/a> shortly after the latest wave of premium increases found that <strong>26%<\/strong> of respondents were currently considering driving without insurance altogether. That number rises to an alarming <strong>54%<\/strong> for drivers aged 18 \u2013 34. Within CCC estimating data, we have observed a notable change in the ratio of auto property damage collision to liability claims over the last five years, with collision increasing and liability decreasing <strong>(Figure 1)<\/strong>. This trend is consistent across internal and external data sets, supporting the point about a growing number of customers filing collision claims even when they are not liable.<\/p>\n<h4>Figure 1<\/h4>\n<p><a href=\"https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure1.jpg\"><img loading=\"lazy\" fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-80307\" src=\"https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure1.jpg\" alt width=\"742\" height=\"407\" srcset=\"https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure1.jpg 742w, https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure1-300x165.jpg 300w\" sizes=\"(max-width: 742px) 100vw, 742px\"><\/a><\/p>\n<p>On the casualty side, we are seeing frequency increases in the percentage of 3rd party injury claims submitted under uninsured or underinsured motorist coverage <strong>(Figure 2)<\/strong>, which is only utilized when an insured driver and\/or passengers sustain injuries due to the negligence of an uninsured or underinsured driver.<\/p>\n<h4>Figure 2<\/h4>\n<p><a href=\"https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-80308\" src=\"https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure2.jpg\" alt width=\"775\" height=\"471\" srcset=\"https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure2.jpg 775w, https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure2-300x182.jpg 300w, https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure2-768x467.jpg 768w\" sizes=\"(max-width: 775px) 100vw, 775px\"><\/a><\/p>\n<p>Lastly, we also are seeing increases in the percentage of 1<sup>st<\/sup> party injury claims exhausting benefits <strong>(Figure 3)<\/strong>, meaning the policyholder\u2019s personal injury protection or med pay coverage is increasingly inadequate to cover medical bills incurred.<\/p>\n<h4>Figure 3<\/h4>\n<p><a href=\"https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-80309\" src=\"https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure3.jpg\" alt width=\"769\" height=\"437\" srcset=\"https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure3.jpg 769w, https:\/\/www.insurance-canada.ca\/wp-content\/uploads\/2024\/03\/ccc-personal-auto-hard-market-challenges-figure3-300x170.jpg 300w\" sizes=\"(max-width: 769px) 100vw, 769px\"><\/a><\/p>\n<p>In conclusion, one can reasonably expect a larger financial burden to shift to the standard book of business and\/or typically less risky policyholders as continued rate increases push more and more drivers to \u201cuninsured\u201d and \u201cunderinsured\u201d status.<\/p>\n<p>Information is power, which is why these points are raised for awareness, but what about mitigation and proactive measures? Opportunities abound to leverage technology to improve accuracy and efficiency across the claim cycle. For example, as we have previously reported, <a href=\"https:\/\/cccis.com\/news-and-insights\/blog\/inflations-next-wave-medical-care-and-its-impact-on-auto-casualty-billing\/\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">rapid medical billing inflation<\/a>, <a href=\"https:\/\/cccis.com\/news-and-insights\/insights\/aging-population-and-casualty-claims\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">aging population<\/a>, and <a href=\"https:\/\/cccis.com\/news-and-insights\/insights\/changing-auto-injury-treatment-patterns-post-pandemic\" target=\"_blank\" rel=\"nofollow noopener noreferrer\">shifting treatment patterns<\/a> have only strengthened the need for robust medical bill review engines, price benchmarking, and medical professional reviews to ensure injuries of questionable causation and\/or treatment of questionable necessity are identified and addressed. Indemnity for unsupported injuries or treatment can quickly add up to hundreds of millions of dollars, ultimately harming consumers. These tools, when combined with automation and technology such as straight through processing, photo estimating, and integrated payments can improve loss adjustment expense and ensure faster, more accurate indemnity.<\/p>\n<p>Along with improved, intelligent customer and adjuster experiences, the insurer can price competitively with reduced necessity for continued aggressive rate increases.
